PEORIA, Ill. – A former neurosurgery resident in Peoria has been sentenced after pleading guilty to filming women in bathrooms.
The Peoria County State’s Attorney’s Office says 30-year-old Henry Chang was sentenced to five years in prison Wednesday. He pleaded guilty in February to two counts of Unlawful Video Recording, and was sentenced to 2.5 years on each count, to be served one after the other.
Police were called to OSF Saint Francis Medical Center in August of 2023 after a female employee found a camera on the floor of an employee bathroom after it had fallen.
At the sentencing hearing, several of his victims were in attendance, testifying that their workplace became unsafe. Some testified there was stress and anxiety of using public restrooms, and always checking to see if there are hidden cameras.
Asst. State’s Attorney Dave Gast argued for the maximum sentence of six years.
Chief Judge Katherin Gorman described Chang’s actions as “reprehensible” when issuing the sentence. She noted that while Chang did the act “56 times” and there was “no getting around that,” Chang’s efforts to improve himself with therapy and recovery meetings were factored in.
